Pirates of the Mediterranean let’s go! Kingdom of Baleo-Tyrrhenia is the Mediterranean version of Mann and can be formed by every culture + religion.

In order to form this beautiful pirate state, you must completely control Mallorca, Sardinia, Corsica, and Sicily.

Forming it gives your house Masters of the Mediterranean modifier for 100 years. That modifier gives +5% prestige, +10% naval speed, Coastal Advantage +5, and development growth: +15%. Best part is the Mediterranean conquest casus belli. With it you can conquer any county along the shores of the Mediterranean.

With key islands across the Mediterranean secured and acting as watchtowers of the sea, it is time for us to claim ownership over the waves.

2. Kingdom of Mann

In order to raid, you need to be either tribal or feudal ruler below King tier with practiced pirates culture tradition. There is one exception though. Elevate Kingdom of Mann decision bypasses all requirements of raiding for 100 years. You can be feudal Norse King and still raid as the King of Mann. This decision also increases raiding speed +50%, reduce embarkation cost -50%, give a unique army of 7500, reward 2500 renown, and stolen city status which is immensely reducing the building time and cost of duchy of Mann.

You can be the menace of Christian Europe for 100 years, it’s a very fun nation form and fun campaign.

The Isle of Man is uniquely placed to act as haven for Norse raiders, with easy access to just British Isles but all of western Europe.
All it needs is someone to show all good vikings the way, to realize its potential and pave the island with gold and iron!

3. Outremer Empire

Outremer is the ultimate goal of crusades. One most control lots of region though. After the decision, you get Empire of Outremer, destroy the Sunni Caliphate, and form a unique Franco-Mashriqi hybrid culture called Outremer.

You must control Jerusalem, Syria, Mesopotamia, Jazira, huge chunk of Arabia, Kermanash, and Sinai. It’s pretty hard for a newly formed Crusader state. Surviving against strong bordering kingdoms is a challenge. You also can’t form strong Catholic alliances because of the diplomatic range.

What’s worse, you need to start as a European lord, wait for crusade, and win the crusade. Needless to say, this is a formable empire title recommended for experienced players.

Only once the golden cross shines from Ascalon to Omar and the infidels have been truly cast out of the Holy Land will the sacred mission of the Crusades be achieved.

4. Holy Roman Empire

Holy Roman Empire is already established in 1066 start. However, it does not exist in 867 start date, and you can form it by yourself!

Again, an exceptionally hard decision. You must have the title Germany, own 3 kingdoms, control 140 counties, and have +60 opinion with Pope or have hook on him.

It’ll instantly enact Princely Elective succession and assign 7 prince electors.

5. Empire of The North Sea

Empire of The North Sea is one of the hardest empires to form if not the hardest. There are certain things you must have and must not have.

You gotta control Norway, England, and Denmark for 30 years straight! If your king is dead, timer resets. So, whole of body tree of learning lifestyle is your friend for this challenge.

Also, you must not have another empire title and must not reached to high medieval era.

The Kingdoms of England, Denmark, and Norway are a natural match. Rich, fierce, and bound together by trade and noble blood. If only someone could overcome their individualism, wedding the three permanently…

6. Archduchy of Austria

One of the most fun and interesting formable title of Crusader Kings 3 is the unique Archduchy of Austria. It integrates Steyermark and Carinthia into Austria dutchy.

Ultimate benefit of forming Archduchy of Austria is the primogeniture law coming with it. Then you can become the Holy Roman Emperor just like in history.

By gaining enough influence within the Empire, the Austrian duchy could achieve greater dignity than any other elector.

7. Sultanate of Rum

One of the hardest challenges of Crusader Kings 3 is forming the historical kingdom of Rum. Historically, Beg Suleyman Qutalmishoglu formed the Seljuk Turkish state in Anatolia. In game, he is a mere count with only 2 counties in the Seljuk Empire. His army his very small but has 1200 special soldiers consist of 400 horse archers, 400 light cavalry, and 400 levies.

First thing you should do is the claim your liege’s duchy title, build a huge army, secure alliances, and declare holy war on kingdom of Anatolia when Byzantine fall into discord. From there you can carve your way to the Sultana of Rum. The moment the decision is taken, you become independent of Seljuk Empire.

8. Kingdom of Portugal

Here is a fairly easy formable Kingdom. Portugal is formable when you control duchy of Portucale, Coimbra, Beja, and Algarve. Basically, the western shores of Iberia.

But you mustn’t control any Kingdom titles. Also, it’s formable only if you’re independent or Iberian struggle is in opportunity phase.

After the formation, all Iberian heritage subjects and counties will embrace Portuguese culture.

Once I am in control of the western coast of the Iberian Peninsula, I can form the Kingdom of Portugal and establish our own unique culture.

9. Mongol Empire

There is an Empire of Mongolia title at the top right side of the map. However, it’s not the same with Mongol Empire.

The Mongol Empire can be formed only via the Become Greatest of Khans decision. It’s intended only for experienced players.

To take the decision, one must be of Mongolian heritage, be tribal, held any empire title, control realm size of 100, follow a steppe religion, and be exalted among men.

Really hard but rewards are overwhelmingly positive. You get 31350 men, greatest of khans fame trait, Mongolian invasion casus belli, demand subjugation interaction, and gain nickname Genghis Khan.

10. Roman Empire

Intended for players with lots of times in their hands for constant warfare and min/maxing for restoring the borders. It’s indeed the biggest empire you can get in Crusader Kings 3.

Once the decision is taken, you’ll get free casus belli for all former duchies of the Roman Empire. Also, all your rulers will have August fame trait. It gives +0.50 prestige and +10 vassal opinion.

If Rome and other key territories of the old empire could be reclaimed, the Byzantine Empire would win recognition in the eyes of the West as the true and rightful continuation of the Roman State.

These are the bests and the ones worth aiming to form. To be honest, there should be way more formables. I expect more realm founding decisions in the future from Paradox. Such as Greater Egypt, Delhi Sultanate, Prussia, Ottoman, Commonwealth, etc.
