I think the first game with slow motion I played was the Max Payne 1 (2001), it was amazing. Jumping and shooting mechanic captured me instantly. Though I probably shouldn’t play it at that age because it’s an adult game with dark story. Anyways, I did a little bit research and found 15 games with slow motion shooting and bullet time mechanics similar to Max Payne series.
Slow motion: Is an effect in movies and games whereby time appears to be slowed down.
Bullet time: Is a visual effect detaching the time and space of a camera to follow the shot object which is either a bullet, arrow, or another similar shot projectile.

Steady Hand perk slows time by 25% / 50% when you zoom with a bow. It costs stamina of course.
There is also a shout called Slow Time in Skyrim. It slows time for a good amount of time.
