1. High King of Skyrim
Best political / diplomacy mod of this game is Become High King of Skyrim. With the political power of high king, you can promote jarls, hold jarl meeting, and have your own army.
There are some fun perks of being high king too. Such as putting people in jail, making them dance for you, getting people bow to you, having your own castle, etc.
But remember, it is not easy to become high king. You must have 50.000 gold, +20 supporters of your claim, and Ulfric / Elisif assassinated.
2. Skyrim Tycoon
Skyrim tycoon brings a new power struggle to your game.
Economic control of Skyrim is your new purpose. Capturing new businesses and fighting four other factions is the main objective of Skyrim Tycoon.
Invest, capture, gain loyalty, and defend! In the end, you will sit on a pile of gold.
3. Replace Maven as Jarl – A Better Tomorrow
If you support Imperials in the civil war, corrupt Maven becomes the jarl of Riften. I don’t accept that and want to have a say in that decision!
Horik Strong-Hand, veteran of the great war was the better choice of this position.
So, are you ready to conspire against Maven? If you take your steps right, Horik Strong-Hand might become the new jarl.

4. LC Citadel
This mod adds a citadel with its own vendors, hierarchy, interiors, quests, and interactions. You can ascend the hierarchy by helping with various task.
It is possible to start as a peasant and later become the lord commander of the citadel.
LC_Citadel is a mod with a size of a DLC. Give it a try if you want to go from rags to riches.
5. LC Become Jarl of Ivarstead
Have you ever wanted to be a jarl in Skyrim and control your hold?
This DLC sized mod introduces the opportunity of becoming the jarl of Ivarstead. Luxuries and magnificent castle awaits! However, first you need to complete lore-friendly mod quest. It has a several hours of content in it and quite fun. But after completing the quest and becoming jarl, the real story begins.
Jarl has many responsibilities. You must feed your people, defend your castle, imprison criminals, and work on day-to-day tasks.
6. Civil War Overhaul
Civil war in vanilla Skyrim is a bit dull. Thankfully Civil War Overhaul mod here completely rewrites the civil war. You will get new quests, new faction interactions, new soldiers, and new rewards. In the end, civil war length will be doubled.
Also, your choices matter. In this quest, your choices determine and changes the future of civil war quests. Different paths will have different outcomes.
7. True Thane
Let’s be honest. Becoming a thane is joke in Skyrim. Player becomes a thane just in name with little to no perks. This mod changes that.
From now on as a thane you can collect taxes, order guards, make arrests, and more!
Will you be a corrupt thane or a champion of justice? It is up to you.
8. Organic Factions
This mod adds new organic factions which grow and change independent of the player character.
These group can level up, expand territory, secure resources, and eventually be slain by other factions. In the end, it all makes this game feel more alive.
9. The Paarthurnax Dilemma
This is a small expansion on the final Blades quest concerning Paarthurnax.
Blades asks dragonborn to kill wise and peaceful Paarthurnax. Giving no choice whatsoever. F you Delphine. It’s one of the worst things in Skyrim in general.
Why can’t we solve this problem with diplomacy? Violence is never the answer.
10. Paarthurnax Quest Expansion
Here is another mod regarding the Paarthurnax dilemma.
This is a quest expansion with a lore-friendly story and voice acting. In the end, player will have to make a choice.
Side with Blades, Paarthurnax, or neither one of them.
